South Korea’s government is demanding an apology after Ukrainian President Volodymyr Zelenskyy publicly disclosed the fact that Kyiv had transferred two North Korean prisoners of war to South Korea. Seoul said that the information was released without prior notice and in violation of a nondisclosure agreement, and that it raised concerns about the safety and privacy of the parties involved and their families.

The two men handed over by Ukraine are believed to have been captured by the nation’s forces in Russia’s Kursk region after being deployed by the DPRK alongside Russian troops. The captured soldiers had expressed an interest in resettling in South Korea, a practice which is commonly accepted by Seoul for defectors from the North given concerns of persecution should they return.
